The CRUELEST punishment on a little girl!

This is what I've found from a website about the cruelest punishment in the world.
But I'm doubting whether it is legal under the law?!?!?!?!?
Or these people just want to 'conquer' everything in their country include the law!!!!

It's just because she's stolen a loaf of bread from a market and this is what she's got?????
